Server Rules

Updated July 28th 2025.

Roleplay Rules

1. General RP Rules

  • You and your characters must be at least 18 years old.

  • You must speak and understand English fluently at all times.

  • Be respectful. Do not be toxic or breed toxicity of any kind.

2. No Breaking Character

  • You may not break character in the middle of a scene. If you believe a rule has been broken, finish the interaction first and then report the issue through the appropriate channels.

  • Serious violations such as hate speech, sexual content, or extreme harassment should be reported immediately through /report and a ticket put in the discord

  • Do not use phrases like “nice RDM” or “failRP” while in character. Avoid complaining about technical issues such as desync or making out-of-character jokes during RP scenes.

3. Off-Server Conduct

  • We do not mediate personal disputes or friend group conflicts that occur outside the server. However, if your off-server behavior creates a hostile environment or threatens the safety and well-being of other players, we reserve the right to take action, including removal from the community.

  • This includes, but is not limited to:

    • Harassment

    • Doxxing

    • Threats

    • Targeted smear campaigns

    • Any behaviour that undermines trust or the overall safety of the community

  • While we will not involve ourselves in personal relationships or private disagreements, we will intervene whenever off-server conduct negatively impacts the community’s health and safety.

Examples of Unacceptable Out-of-Character (OOC) Conduct

  • Sending repeated messages after being blocked or asked to stop

  • Harassing others over RP events via Discord direct messages or Discord servers

  • Forming group chats or circles to mock, harass, or doxx community members

  • Sharing personal information or screenshots without explicit consent

4. No Backseat Moderating

If you notice someone breaking a rule, please open a ticket or submit a report rather than trying to enforce the rules yourself in public channels.

  • Publicly calling out rulebreakers can create confusion and fuel unnecessary drama.

  • Trust the staff to handle reports professionally and fairly.

5. No Harassment

Harassment outside of the game—whether via Discord, direct messages, social media, or any other platform—is strictly prohibited. This includes, but is not limited to:

  • Targeted insults or verbal abuse

  • Sexual harassment

  • Threats or intimidation

  • Stalking or persistent unwanted attention after boundaries have been made clear

  • Any behaviour that causes real-world discomfort, fear, or harm

6. Harassment In-Server

The following behaviours are considered harassment and are not allowed:

  • Repeatedly inserting yourself into another player’s RP without a valid connection or clear purpose.

  • Using multiple characters to follow, provoke, or target the same player.

  • Refusing to disengage from RP after someone has clearly signalled they want to exit.

  • Pushing uncomfortable scenarios under the excuse of “it’s just RP” without collaborative narrative or consent.

 What This Does NOT Include

  • Gang or criminal retaliation that is based on actual, ongoing storylines.

  • Long-term rivalries, betrayals, or consequences stemming from prior roleplay. THIS DOES NOT INCLUDE PREVIOUS SERVERS

  • Intense or high-stakes RP when both players are actively involved and engaged in the story.

 If You’re Unsure

If you’re uncertain whether a situation crosses the line, please open a ticket. Staff will carefully review:

  • Intent behind the actions

  • Frequency and persistence

  • Narrative justification

  • Respect for out-of-character (OOC) boundaries

Important: False or weaponized harassment reports - especially those used to evade in-character consequences—may lead to disciplinary actions against the reporter.

7. Alt Account Policy

  • Do not use alternate accounts to evade bans, spy on community spaces, or manipulate social interactions.

  • All alternate Discord or FiveM accounts must be disclosed to staff.

  • Failure to comply may result in further disciplinary action, including permanent removal from the community.

8. Leave Drama at the Door

This community is built for collaborative roleplay and fun. If you bring constant negativity, drag out-of-character conflicts into public chats, or fuel arguments, you may be removed.

  • You don’t have to be friends with everyone,

  • but you do need to act like an adult and keep the environment respectful and enjoyable for all.

9. Roleplay Over Gunplay

Players are expected to prioritize roleplay and character interaction over immediate combat. Using weapons or engaging in shootouts must be backed by solid in-character reasoning and realistic build-up.

  • Unnecessary or random acts of violence that disrupt ongoing roleplay are not allowed and will be considered Gunplay Over Roleplay.

  • Before resorting to violence, players must attempt to de-escalate situations through meaningful roleplay.

  • Any conflict should feel organic, contributing to the storyline rather than cutting it short.

Failure to follow this rule may result in disciplinary action, depending on the severity and context.

10. Government & Allowlisted Job Rules

Government and allowlisted roles (e.g., police, EMS, judges, licensed businesses) naturally hold power within the server—but that power must be used responsibly and with proper roleplay justification.

  • Targeting specific players or groups repeatedly without strong in-character reasoning is considered Fail RP and will not be tolerated.

  • Undermining, sabotaging, or disrupting departments or factions for out-of-character (OOC) reasons—such as rank disputes, system mechanics, or administrative decisions—is strictly prohibited and will be treated as an OOC breach.

If you're frustrated or upset by OOC, open a support ticket or reach out through proper channels. Do not take it out in-game or attempt to express OOC issues through RP.

  • In-character conflict is fine.

  • Out-of-character sabotage is not.

All players in powerful roles are expected to uphold high RP standards and contribute to a fair and immersive experience for everyone.

 11. Microphone and Voice Requirements

  • All players must have a functioning microphone with clear audio and minimal to no background noise.

  • Communication must be easily understandable to ensure smooth and immersive roleplay.

 Mute Characters

  • Mute characters are not permitted. All characters must be able to communicate verbally in roleplay.

  • Exception: Players with disabilities that prevent speaking may request approval to play a mute character by opening a ticket with admin on Discord.

12. Glitches, Exploits, and Hacks

  • The use of any glitches, exploits, or hacks is strictly prohibited.

  • If you discover a bug or exploit, please report it promptly to the admin team via a bug report.

13. Discord Participation

All players must join and remain in the server Discord to facilitate communication and community engagement.

14. 3rd Party Comms

The use of any third-party communication platforms (e.g., Discord, TeamSpeak, Zoom, or any other voice or messaging applications) is strictly prohibited while connected to the server. All communication must take place using the in-server systems provided. This ensures fair play, immersion, and proper moderation.

Violations of this rule may result in disciplinary action, including warnings, kicks, or bans.

15. Police Department Heist Limits

  • Criminal activities such as small crimes are max 5 person heists the Police Department may have up to 7 officers actively involved.,

  • For High Tier Crimes (e.g., max 6-man jobs like Paleto Bay Bank and Pacific Standard Bank heists), the PD may have up to 8 officers actively involved.,

  • Code 13A (Downed Officer) situations may exceed these limits as officers work to secure the scene.,

  • Air-1 (police helicopter unit) does not count toward these player number limits. Unless air 1 becomes active in that scene by dropping people on roofs or shooting. Then Air1 will become part of the limit.

On heists there may be 1 extra unit with up to 2 badges to secure the original scene; they will not be involved in the chase that follows or breaching if this happens.

16. Pac bank heist

To ensure fair access for all players, a player or group may participate in only one PAC Bank Heist per server restart

17. Mental Health Discussion Policy

To ensure a safe and comfortable space for all members, especially those who may be experiencing challenges in real life, portrayal or discussions involving specific mental health disorders (Not limited to  Schizophrenia, Dissociative Identity Disorder, Bipolar Disorder) are not allowed on this server. We ask everyone to be mindful and respectful of this rule. If you or someone you know needs support, we encourage reaching out to professional resources.

18. Content restrictions:

 The following scenarios are prohibited:

  • Underage children or pregnancy RP

    • You may reference having children in your character's backstory, but no one may actively roleplay as a child or simulate pregnancy/childbirth.

  • Suicide or self-harm

  • Erotic Roleplay (ERP)

    • All ERP is banned. Non-consensual ERP or sexual content falls under the server's Zero Tolerance Policy and will result in a permanent ban.

  • Slavery or human trafficking

  • Playing a racist or sexist character

    • This includes forming or portraying hate groups, regardless of intent.

  • Rape or sexual assault

  • Roleplay based on real-world tragedies

To maintain an appropriate, respectful, and immersive roleplay environment, terminal illness roleplay is strictly prohibited on this server. This includes, but is not limited to, storylines involving:

  • Cancer (any type)

  • ALS (Lou Gehrig’s disease)

  • Advanced Alzheimer’s or other progressive degenerative diseases

  • Any incurable illness used to simulate real-life end-of-life situations

These topics can be deeply personal, triggering, or distressing for some players and are not in line with the intended tone and focus of our community.

19. No Hate Speech or Real-World Bigotry

This is a roleplay community, not a platform for real-world politics, prejudice, or hate. The following are strictly prohibited—both in-character and out-of-character:

  • Racism

  • Sexism

  • Homophobia

  • Transphobia

  • Religious intolerance

  • Any other form of bigotry or discriminatory behaviour

Roleplay is not a shield for hate speech. You can portray a villain or antagonist without bringing real-world discrimination into the story.

20. No Random Deathmatching (RDM)

  • You may not attack or engage another player in combat without prior roleplay interaction. This includes initiating with vehicles or during drive-bys. You must provide clear roleplay build-up and allow reasonable opportunity for the other party to respond before using force.

21. No Vehicle Deathmatching (VDM)

  •  Using your vehicle to harm another player should be a last resort and must reflect the risk to your own life. Striking someone with your car is only allowed when it is your only means of escape, and even then, only a single hit is permitted. Intentionally using your car to kill during active or newly initiated fights — without solid RP reasoning — is not allowed. This rule does not apply to planned executions with narrative justification.

22. No Metagaming or Stream Sniping

  • You cannot use any information that your character did not receive in character (IC).This includes anything you may have seen on another player's stream.

  • While on the server you CAN NOT be watching a stream while in an active scene with that person or doing an action that will lead you to that person on an active scene

  •  Also you can not use any information gathered from Discord or any Direct messages!

23. Low Effort Roleplay (OOC-IC, NVL, RDM, No Context Robberies)

Your character must behave realistically and logically, reflecting how a person might react in a real-life situation. The following points outline key expectations:

  • Cop-baiting or intentionally provoking law enforcement without valid RP reasons is prohibited. We Review these on a case by case basis

  • Players are expected to roleplay the consequences of their actions appropriately, matching the seriousness of the situation.

  • If you rob someone, do not treat it as a simple “grab and go.” Provide the target with enough context, clear communication, and opportunities to respond or counterplay.

  • Pullin up to a store, doin a robbery with 0 interaction (no mic/no text), taking cash and leaving without a word = Low Quality RP. You gotta RP with hostages and police — or don’t do it at all.

  • Ocean dumping vehicles without prior roleplay or narrative justification is prohibited and considered fail RP.

24. Combat Logging

Intentionally disconnecting from the server (e.g., using F8 > Quit) during or immediately after a roleplay situation to avoid in-character consequences is strictly prohibited. This is considered FailRP and will result in disciplinary action. All players are expected to remain in-game until the scenario has been fully resolved. If you experience a crash or unexpected disconnection, you must return to the server as soon as possible and notify staff or involved parties.

25. Weapons on Vehicles

  • Dealership Vehicles:
Any vehicle purchased from a dealership must not have any cosmetic modifications that add or enable weapons.

  • Vehicles Found in the Wild:
If you find a vehicle in the wild that has weapons (e.g. machine guns, missile launchers, etc.), you may not take, use, or drive that vehicle. Doing so is considered a rulebreak and will result in disciplinary action

 26. NVL – Not Valuing Life

  1. You must value the life of your character as well as those your character would realistically care about—such as law enforcement valuing hostages or innocent bystanders, friends, partners, and allies.

  2. For example, if a gun is placed at your back or aimed at you while you are unarmed or empty-handed, the most appropriate response demonstrating value for life is to surrender.

  3. If you choose not to surrender, you are expected to fully roleplay the realistic consequences of that decision. This may include, but is not limited to:

    • Permanent death (permadeath)

    • Lasting injuries

    • Loss of government or law enforcement employment

    • Other serious narrative consequences

  4. Failure to properly portray these consequences may result in enforcement actions for poor roleplay.

27. No Powergaming

Powergaming occurs when a player imposes predetermined outcomes on another participant, denying them the opportunity to react, engage, or influence the role-playing scenario. This practice undermines the collaborative nature of role-playing, transforming it into a unilateral experience that diminishes the involvement of others.

It is essential to allow space for player interaction, even in tense scenarios such as robberies, kidnappings, or executions. This ensures that all players maintain their agency and can contribute meaningfully to the unfolding narrative, fostering a more immersive and engaging environment.

Examples of powergaming include actions such as executing a /me command that presumes success without allowing for player input (e.g., “/me slits throat and walks away”), failing to provide any form of warning or role-play before eliminating a character who has been kidnapped, and performing multiple actions in a single sentence, such as binding someone, stealing their belongings, and shooting them, all without giving the other player a chance to respond.

28. Supernatural RP

  • Supernatural RP is allowed, but you must provide plausible deniability

  • You cannot force others to believe in supernatural RP or make it an undeniable reality within the RP world.

Just like in a cartoon there are plenty of ways to explain the “magic” and “supernatural” stuff around what is being shown. There must be plausible deniability with anything when it comes to this type of RP.

29. Restricted RP (Requires Admin Ticket & Approval)

  • Serial Killer Roleplay: Prior to participating in any serial killer roleplay, it is mandatory to submit a ticket and obtain approval from the staff. This ensures that all scenarios are handled appropriately and align with community guidelines.

  • Government Corruption Roleplay: Any roleplay scenario that involves themes of government corruption, including the misuse of power by high-ranking law enforcement officials or public servants, requires prior approval through a ticket. This process is in place to maintain the integrity of the roleplay environment.

  • Bomb Threat Roleplay: Engagement in roleplay scenarios that involve bomb threats (real or fake), regardless of their authenticity, necessitates approval via a ticket. Staff will evaluate the proposed scenario, taking into account the rationale, intended target, and overall context, before granting permission to proceed.

30. Groups and Gangs

  • There are no restrictions on forming a group or gang

  • However, once your group or gang reaches 6 or more members, you must open a gang registration ticket in Discord.

  • In the ticket, you must provide:

    •  Character names of all members.

    •  Discord names of all members (they will be added to the ticket).

    •  Group/Gang name.

  • The ticket will remain open until the group disbands, allowing staff to keep track of group activity and providing a direct line of communication between your group and staff.

31. Engagement Limits: Group Size

  • Heists/Mechanics: Crimes involving a heist mechanic or major robbery are restricted to 1-5 participants. Police may respond between 5-7 officers.

  • ‘Paleto Bank and Pac Bank the group size is 6 and the police will respond with up to 8 this does not include air 1’

For context:

  • You start the heist with 3 people.

  • During the heist, you begin to panic or need backup.

  • You call in 2 more people to assist.

  • That brings the total number of involved players to 5.

  • As long as no more than 5 people total are actively involved (planning, executing, or helping during the heist which includes an interception vehicle), this stays within the 5-man rule.

This means that if 5 people are being chased from the heist NOBODY else can intervene as this would break the 5 heist rule

The following major crimes may not be initiated within 30 minutes before or after a scheduled server restart:

  • Pacific Standard Bank Heist

  • Paleto Bank Heist

  • Fleeca Bank Heists

  • A-Class and S-Class Boosts

  • Vangelico’s Jewellery Store Robbery

  • Bank Truck Robberies

This restriction only applies to the initiation of these crimes.

If a roleplay scenario is already in progress before the 30-minute window, it may continue until it reaches a natural conclusion. Do not end RP situations prematurely simply due to a pending restart.

32. Escape Planning & Collaboration in Mechanical Crime

Players must ensure that large-scale escape plans—such as using multiple high-performance vehicles (e.g., motorcycles, supercars, boats, etc.)—are designed with the intent to create RP opportunities, not avoid them.

Creating unchaseable, non-collaborative scenes (e.g., 4 motorcycles at a bank robbery, 4 supercars for a Paleto heist, or multiple jetskis for water escapes) with the sole goal of avoiding law enforcement interaction may be considered Low Quality RP.

Creative escapes are encouraged, so long as they promote interaction and don't eliminate risk entirely.

Conflict Engagement Rules

33. General Conflict

  • During active engagements, both criminals and civilians are limited to 5 players per side.

  • Law enforcement is exempt from this cap and may exceed it in accordance with their internal SOPs.

34. Pocket Wiping

  • Looting or robbing a downed player must be purposeful and roleplay-driven. You are expected to be selective and intentional—not just taking everything out of convenience or to "strip them down."

  • Taking high-value or relevant items—such as weapons, cash, or contraband—is allowed when it makes sense in the scenario.

  • Do not take low-value items (e.g., food, water, bandages, junk) purely to humiliate or inconvenience someone. This is considered low-quality RP and may result in disciplinary action. (e.g. If you’re hungry and you forgot your food, the person you’re robbing has a few pieces you are okay to take one as long as you convey your reasoning for doing so)

35. Griefing

Do not repeatedly attack, harass, or target another player if the situation has already been resolved through roleplay. Once a conflict has been properly handled and concluded via RP, continuing to pursue or antagonize the same player without new, valid in-character reasons can be seen as griefing.

Examples of what not to do:

  • You lose a fight or dispute in RP and then repeatedly find and attack the same player to "get revenge" without a new RP reason.

  • You keep instigating the same conflict over and over with the same player even though the issue was resolved in-character.

36. Law Enforcement Targets

  • Deliberately ambushing law enforcement during routine actions—such as traffic stops, patrols, or idle presence—without strong RP justification is not permitted. These encounters must be grounded in meaningful story development, not used for baiting or initiating gunplay.

  • Taking an officer hostage or looting them during an active shootout is allowed only when it serves a clear survival or narrative purpose. This must be supported by in-character reasoning and realistic RP, not done repeatedly for the sake of looting or gear farming.

  • Treat police interactions with the same depth and seriousness you would expect in return. Lazy or exploitative behavior will be considered poor RP.

37. Teleport Camping

  • Do not camp or wait at one-way exits—such as elevators, interior property doors, or ladders—with the intent to immediately ambush or hold up players as they appear.

  • Players using a one-way exit must be given a reasonable opportunity to react—including the chance to retreat, take cover, or respond—before being attacked.

  • Abusing predictable transition points for instant kills or unfair advantages is considered low-quality RP and may result in disciplinary action.

Prolonged Conflict & Shootout Guidelines

38. Territory / Turf Defense

  • A designated turf area is defined as a small location clearly marked by consistent RP—such as gang tags, business ownership, or similar in-character presence.

  • Defenders may exceed the 5-player cap only if they are already present on the turf at the time of the attack.

  • Any reinforcements arriving after the fight has started must still adhere to the 5v5 limit.

  • Intentionally baiting or leading fights to your turf in an attempt to bypass the 5-player limit is not allowed and will be considered a rule violation.

39. Back-to-Back Shootouts

  • Frequent or repeated large-scale shootouts, especially those with multiple casualties in a short time frame, are considered unrealistic and low-quality roleplay.

  • This will also include Prison RP scenarios. Following any conflict (e.g., fights, riots, or major incidents), a cooldown period is required. This not only helps prevent continuous escalation but also gives opposing factions or characters an opportunity to regroup and develop strategic responses or counterplay.

  • Engaging in consecutive gunfights without proper narrative buildup, escalation, or regard for consequences will be treated as poor RP and may result in disciplinary action.

  • Conflict should feel meaningful and grounded in story—not treated like a video game respawn cycle.

40. Conflict Without End

  • Long-term conflicts or storylines involving ongoing tension must include realistic attempts at resolution—such as negotiations, truces, or changes in strategy.

  • Repeatedly engaging in unwinnable battles without attempting to de-escalate, adapt, or retreat may be considered Not Valuing Life (NVL).

  • Continuously provoking, targeting, or harassing the same group without providing a viable exit from the conflict may be seen as griefing and will not be tolerated.

41. Graphic Roleplay Consent

  • Any scenes involving graphic or sensitive subject matter require the explicit consent of all players who can see, hear, or be affected by the roleplay.

  • Consent is mandatory for scenarios including, but not limited to:

    • Extended torture or dismemberment

  • Always communicate OOC (Out-of-Character) before initiating these types of scenes to ensure everyone involved is comfortable and willing to participate.

  • If you wish to provide counterplay or make it known, you can post the leadup to these acts on things like in-game App 'Bidry', but not the act taking place. (Like having someone in a chair, or a pool of blood nearby)

42. Zancudo Military Base

There has been some misconception that the military base is a bannable offense. On our server this is not a punishable offence! However there are in character consequences, such as being charged with trespassing.

  • It's important to remember that using military vehicles is still off-limits, and attempting to steal a jet or helicopter could lead to serious repercussions, including being targeted by the Phalanx CIWS.

43. Copyrighted Music

Do not play copyrighted music in public areas or during shared scenes. This can put streamers and content creators at risk of DMCA strikes, which may impact their channels or income. Always be mindful of what’s playing around others.
